CRA Candidate Harmonised Standards: National Public Enquiry Entries Across All 27 EU Member States (as of 13 August 2026)

This article is a directory, and the reason it needs to exist starts with how European standards are made. Under Regulation (EU) 1025/2012, every draft European standard passes through a stage called Public Enquiry, where anyone can read the text and offer comments. The candidate harmonised standards supporting the Cyber Resilience Act are in that stage right now.

Those drafts come from the three European Standardisation Organisations, known as ESOs. Two of them, CEN and CENELEC, are developing the horizontal prEN 40000 series on vocabulary, principles of cyber resilience, and vulnerability handling. The third, ETSI, is developing the vertical EN 304 6xx series for product categories like browsers, password managers, and boot managers. The ESOs write the drafts, but the consultation itself reaches the public through another layer.

That other layer is the network of National Standards Organisations, with one in each Member State. Each NSO publishes the drafts under its own national designation, gathers comments from its own stakeholders in its own language, and shapes them into a national position. A comment on a prEN in Germany goes through DIN, in France through AFNOR, in Malta through the MCCAA. Every country has its own portals, deadlines, and registration quirks, and gathering all of that in one place is what this article is for.

Navigating those quirks turns out to be easier than the machinery suggests, and there is no need to be a standards expert or sit on a committee. Anyone who builds, ships, or assesses products with digital elements has exactly the kind of practical experience the enquiry stage is meant to draw on. A typical path looks like this: find your national body in the list below, search for the draft under its national designation, and send in comments before the deadline, which usually falls within a two month window. Most portals are free to use, though some ask for registration or a quick email first.

The reason that small effort matters is what happens after publication, when these standards are cited in the Official Journal and begin to carry a presumption of conformity with the CRA’s essential requirements. The enquiry stage is the last point at which the text is still open to change.

• The CEN-CENELEC horizontal EN 40000-1 series (Parts 1-1, 1-2, 1-3) has largely closed public enquiry and moved toward approval and delivery. The ETSI EN 304 6xx vertical series is in combined Public Enquiry and Vote routed through national bodies.

Confirmed that draft ETSI ENs (prENs) at public enquiry stage can be viewed on Your Standards Your Say, with comments submitted via the ETSI comment template to standards [at] nsai.ie. The facility is intended for Irish residents.

Irish standardisation is conducted in English; there is no separate national-language version.

 

Ελλάδα (ΕΛΟΤ)

Italia (UNI)

No standing public catalogue of the CRA drafts was found; ETSI and CEN drafts route through this email-based channel.

Potwierdza to, że projekty ETSI EN 304 6xx są ujęte w ankiecie krajowej.

Commenting portal: pzn.pkn.pl/polls, where the Ankieta Powszechna covers both prPN-prEN and prPN-prETSI EN drafts. PKN states that the enquiry of EN and ETSI EN projects is simultaneously the enquiry of future Polish Standards; the BIP page that carried this statement has since been withdrawn. This confirms ETSI EN 304 6xx drafts are listed for national enquiry.

Recommendations

• To comment on the currently open CRA drafts, prioritise the confirmed live entry: prEN 40000-10 on SIS (closes 7 September 2026). The SFS window for the same draft closed 23 July 2026. Verify each portal’s live status before relying on it, since dates shift as drafts progress.
• For prEN 40000-1-4, monitor DIN, AFNOR, NEN and DS across the mid-July to mid-November 2026 enquiry window. DIN Media and AFNOR Norm’Info give the most reliable public deep links.
